 When assembled, between the front forks (or rear swingarm), the axle clamps the assembly together. The installed shims will create a gap between the inner & outer races to create the End Play (the ability of the wheel to move horizontally on the axle). You must check the End Play after clamping the axle components to be sure you are within the specs (typically, .002" to .006" combined total for End Play of the assembly). Check your factory manual for the recommended procedure.
